The measure is available stock
The comparison is against available stock — physical stock less what is reserved.
So an item with a full shelf, all of it reserved against unpaid orders, appears here. Correctly: there is nothing left to sell.
Each row is an item in a warehouse
If an item holds stock in two warehouses and only one falls below the point, only that row appears. The reorder point is set on the item but measured per warehouse.
Accepting a suggestion creates a draft
Building an order from a suggestion produces a draft purchase order. Nothing is sent to the supplier and no stock changes until you have reviewed it and sent it yourself.
Suggestions collect into one draft
If a draft is already open for the same supplier and warehouse, the new item is added to it rather than starting a second one. If that item is already on the draft, its quantity goes up instead.
The result is that accepting several suggestions in a row builds one tidy order rather than a scatter of them.
An item with no supplier gets no suggestion
A suggestion is only produced for an item with a default supplier; without one there is nobody to place the order with.
